George P. Mitchell, an oil industry investor, founded The Woodlands in 1974 as a planned community, developed under the federal HUD Title VII program for new towns. It grew into a corporate center as well as a place to live: as of 2000, more than a third of the office space under construction in Greater Houston was here.
