Freethinking German colonists founded the town in 1849 as Tusculum. It was platted in 1852 and renamed for the German writer Karl Ludwig Börne, though it was not incorporated until 1909. The San Antonio and Aransas Pass Railway arrived in March 1887, and a health resort trade grew up around it, including St. Mary's Sanitarium, which opened in 1896.
